International tensions came to a head during the so-called Venezuelan Crisis of 1902-1903, when Venezuelan president Cipriano Castro’s refusal to pay his country’s debt to Germany (then led by Kaiser Wilhelm II) resulted in a British, Italian and German naval blockade of the South American country. US intervention in the resolution of these events, during the presidency of Theodore Roosevelt, led to the development of the Roosevelt Corollary of the Monroe Doctrine.
